What causes purple/maroon/red color under eyes?

Does anyone have any information? I've been to allergists, sleep 8 hours each night, used dark circle creams, used capillary creams, taken nasal decongestants, and still nothing seems to alleviate this problem in a substantial way. Is there something I'm missing? I'm pretty sure it's not simply hereditary because no one in my family seems to have them. What's even worse is that sometimes when I put a cream or something on, the color actually deepens instead of becoming lighter. I even went to see a dermatologist who suggested laser treatments but of course specified that even after the money is spent, no guarantees anything would be different. And I am a male, so makeup or cover-up isn't exactly a great option. Any help/advice would be greatly appreciated. Thanks!
