If democracy can’t be trusted to make a fair moral code, then is democracy severely overrated?

Democracy is severely compromised by corporatism and political graft. In fact the federal laws against Racketeering should be strengthened, no new laws should be placed without an 75% majority and old laws should be allowed to expire on a majority vote.
